मध्यप्रदेश का गुजराज एवं राजस्थान से लगा सीमावर्ती जिला धार जिला किसी जमाने में कला एंव संस्कृति का केन्द्र था. महान पराक्रमी सम्राट विक्रमादित्य के वशंज राजा भोज ने अपने पुरखों की तरह कला एंव संस्कृति को एक नया आयाम दिया. राजा भोज द्धारा अपनी अपनी अराध्य देवी वाग्देवी की पूजा अर्चना के लिए स्थापित भोजशाला आज भी कला संस्कृति की बेजोड मिसाल है. राजा भोज ने जो ताल बनवाया था उस झील के शहर में राजा भोज को मिलने वाले कथित सम्मान के लिए उन्हे एक दो नहीं बल्कि पूरे एक हजार साल लग गये। प्रदेश सरकार को अचानक राजा भोज याद आ गये। गंगू तेली की घानी में राजा भोज के मान - सम्मान को रौदंती भाजपा को ही राजा को उसके ही राज्य में मान सम्मान दिलाने के बरसो इंतजार करना पडा। जिस राजा भोजपुर - भोजपाल जो बाद में भोपाल कहलाया उसके बडे तालाब के बीचो - बीच खडे रहने के लिए इतना इंतजार करना पडा कर राजा की प्रतिमा के आंखो से झर - झर कर आंसु बहने लगे लेकिन भगवा सरकार को पत्थरो से आंसुओ का बहना - मुर्तियो का दुध पीना अधंविश्वास सा लगता है और लगे भी क्यों न जो सरकार राम के नाम पर सत्ता हासिल करती है वह सत्ता में आने के बाद राम को ही भूल जाती है। ऐसे में कल तक ब्रिट्रेन के म्यूजियम में पडी राजा भोज की कुलदेवी मां सरस्वती की मूर्ति स्वदेश लाने की वकालत करने वाली भाजपा के मुख्यमंत्री ब्रिट्रेन जाने के बाद मूर्ति को देखना तक भूल गये। राजा भोज के राज में स्थित भाईचारे की मिसाल बना भोजपाल आज का भोपाल से कई गुणा कला संस्कृति का केन्द्र रही धार नगरी है जो राजा भोज की पहचान है। राजा भोज की भोजशाला में आज भी स्वर्गीय इकबाल की पंक्तियां सटीक बैठती है कि मजहब नहीं सीखता आपस में बैर रखना। आज भी धार की इस एतिहासिक भोजशाला बनाम कमाल मौला मस्जी़द का में पुनः स्थापित होने के लिए राजा भोज की कुलदेवी को प्रदेश सरकार की राह देखते - देखते बरसो गुजर गये है। अग्रेंजो द्वारा धार से ले गई राजा भोज की कुलदेवी की प्रतिमा को स्वदेश लाने का जितनी बार भाजपा वादा करती आई है वह उतनी ही बार राजा भोज की कुलदेवी को भूली है। आज भले राजा भोज की भोजशाला सियासी विवाद का हिस्सा बनी हुई है लेकिन राजा भोज की कुलदेवी मां वाग्यदेवी सरस्वती के स्वदेश लाने पर किसी को विवाद नहीं है। वैसे देखा जाये तो भोजशाला के स्थान का विवाद आज का नहीं है. करीब छह सौ साल से भी अधिक पुराना एक ताबूत में दफन किया गया हुआ जिन्न है। जिसे हर कोई मजहब की आड में ताबूत से बाहर निकाल कर अपना उल्लू साधने में लग जाता है। इस भोजशाला के लिए मां बाग्देवी के उपासक उसके संरक्षण तथा आधिपत्य के लिए कानूनी दांवपेचों की लड़ाई लड रहे है। यह विवाद उस समय पैदा हुआ जब तत्कालीन दीवान नाड़कर ने यह तस्दीक की थी कि भोजशाला में तथा कथित नमाज पढ़ी जाती थी एंव इस स्थान पर किसी कमाल मौला नामक फकीर की तथा कथित कब्र है। इन बातों की तथाकथित पुष्टि होने पर वर्षो पुराने इस विवाद को पुनः हवा मिली थी लेकिन कोई भी भोजशाला की राम कहानी लेकर बैठ जाता है पर वह बाग्यदेवी को हर बार भूल जाता है।
    अयोध्य में विवादित ढंाचा ढहाए जाने के बाद बीते कई दशक से तो यहंा प्रतिवर्ष बसंत पंचमी का दिन दहशत में बीतता है। कब हिन्दु - मुस्लिम सौहार्द साम्प्रदायिकता का रंग ले ले इस बात की शंका - कुशंका हमेशा बनी रहती है। प्रदेश भाजपा सरकार रहने पर राजा भोज की धारा नगरी वर्तमान धार शहर में राजा भोजशाला की तथा कथित मुक्ति को लेकर कई बार हिन्दुवादी संगठनो की यहां पर रीति - नीति बनती है लेकिन कोई भी हिन्दु नेता उस मूर्ति के लिए कभी कोई नीति - रीति नहीं बनाता है। राजा भोज की बसाई धारा नगरी में कई बार इस बात को लेकर प्रयास भी हुये कि इस नगरी में सम्प्रदायिकता की आग को भडकाने वाली धारा को बहाया जाय लेकिन वह आज तक नहीं बह सकी है। कोई माने या न माने लेकिन सच आइने की तरह साफ है कि धार नगरी में राजा भोज की नीति - रीति आज भी राज पाट करती है।
            इतिहास के पन्नो को यदि हम पलटते है तो हमे पता चलता है कि पंवार राजपूतों के शीर्ष राजा भोज द्वारा बसाई धारा नगरी में इस वंशज के महान सम्राट राजा भोज ने 11 वीं शताब्दी में भोजशाला का निर्माण करवाया था। राजा भोज का राज भोजपाल वर्तमान भोपाल एवं भोजपुर तक फैला हुआ था। धार गजेटियर में यह उल्लेख मिलता है कि इस भोजशाला का निर्माण सन् 1034 में हुआ था। 1334 में जब मुस्लिम शासक यहां की सत्ता पर काबिज थे। उस दौर में कमाल मौला नामक संत ने इसे मस्जिद में तब्दील करने का प्रयास किया था। राजा भोज के कार्यकाल में उनके अवसान के बाद उनके कुल के पंवार राजपूतो का काफिला धर्मपरिवर्तन के डर से धार छोड कर निकल पडा जो नर्मदा को पार करके पंवारखेडा में बसा । यहां से पंवारो का काफिला बैतूल - छिन्दवाडा - बालाघाट - सिवनी - गोंदिया - नागपुर होते हुये कर्नाटक तक जा पहुंचा। कुछ पंवार राजपूतो द्वारा धार छोड कर जाने के बाद भी पंवारो का धार - देवास पर राज्य कायम रहा। बीती सदी में सन् 1904 में इसे राज्य संरक्षित पुरातत्वीय स्मारक घोषित किया गया। इसके बाद सन् 1935 में जब धार में आनंद राव पवार राजा थे, तब उनके दीवान नाड़कर ने एक गजट प्रकाशित कर इस बात की तस्दीक की कि यहां जिस तरह नमाज पढ़ी जा रही है वह जारी रहेगी। दरअसल उस समय राज्य के लोक निमार्ण विभाग ने भोजशाला मस्जिद कमाल मौला और कमाल मौला के मकबरे के बाहर भोजशाला को तख्ती लगा दी थी। इस पर मुस्लिम समुदाय ने आपत्ति की थी। तब 24 अगस्त 1935 को गजट प्रकाशित किया गया था। इस गजट के बिन्दु क्रमांक 973 में इस बात का उल्लेख है कि जो नमाज पढ़ी जा रही है वह जारी रहेगी और यह मस्जिद है और आइंदा भी मस्जिद रहेगी। दीवान नाड़कर के इस तरह के गजट प्रकाशन से दोनों समुदाय खफा हो गयें। हिन्दु समुदाय का मानना है कि उन्होने अपने अधिकारों का अतिक्रमण कर कतिपय मुस्लिमों के दबाव में वह गजट प्रकाशित किया उन्हें गजट प्रकाशन का अधिकार नही था क्योकि उस समय धार के राजा आनंद राव पवार अवयस्क थे और उनकी मदद के लिए कैबिनेट बनी थी। इस तरह का कोई भी फैसला कैबिनेट को लेना था , दूसरी ओर मुस्लिम समाज की आपत्ति है कि दीवान नाड़कर ने ही यहां भोजशाला के नाम की तख्ती लगाकर मस्जिद को भोजशाला बताया। इसके बाद बड़ी मुश्कील से इस विवाद को अग्रेंजी हुकुमत ने इस विवाद को शांत करवाया लेकिन यह तभी सभंव हुआ जब राजा दरबार में दोनो मजहब के लोगो के बीच सुलह हुई। अग्रेंजी हुकुमत के बदलते ही सन् 1951 में राजा भोज की इस भोजशाला को पुरातन और ऐतिहासिक स्मारक और पुरातत्व अधिनियम के दायरें में लाकर इस अधिनियम के क्रम 90 पर यह इमारत भोजशाला एवं कमाल मौला मस्जिद के नाम से अंकित की गई। इसके बाद सन् 1962 में धार के प्रथम अतिरक्त न्यायाधीश के समक्ष मुस्लिम समाज की ओर से अमीरूदीन वल्द जबीरूदीन ठेकेदार ने एक वाद दायर किया इसमें प्रतिवादी केन्द्र व राज्य सरकार को बनाया गया। इसमें मुस्लिम समाज ने दावा किया कि उक्त इमारत मस्जिद है यहां रोजाना नमाज पढ़ी जा रही हैं इसे 1307 में अलाउदीन खिलजी के जमाने में बनाया गया था इस वाद के सिलसिले में केन्द्र व राज्य सरकार की ओर से भी दावा को नकारते हुए कहा गया था कि भोजशाला राजा भोज के समय थी। यहां संस्कृत का अध्ययन होता था व्याकरण के सूत्र अभी भी खंभों पर अंकित है। यह शासन की सम्पति थी। यहां लगी मां बाग् देवी सरस्वती की प्रतिमा वर्तमान में लंदन के केन्द्रीय संग्रहालय में मौजूद है। उसे स्वदेश लाने के लिए आज तक किसी ने भी न्यायालय का दरवाजा नहीं खटखटाया। भोजशाला के पास ही एक मकबरा भी है जो कमाल मौला की कब्र मकबरा के नाम से जाना जाता हैं। इस भोजशाला का अधिग्रहण केन्द्र सरकार ने सन् 1904 में किया था। यह मामला सन् 1965 तक चलता रहा बाद में वादी की लगातार अनुपस्थिति के कारण मामला खारिज कर दिया गया। भारतीय जनता पार्टी के शासन काल में भोज उत्सव की शुरूआत हुई। उस समय स्थानीय विधायक विक्रम वर्मा प्रदेश मंत्रिमंडल के सदस्य थे। उन्होंने संस्कृत अकादमी के बैनर तले यहां विचार गोष्ठी आयोजित करवाई थी। सबसे आश्चर्य जनक तथ्य को दोनो प़ा नकारते चले आ रहे है वह यह है कि राजा भोज के द्वारा स्थापित भोजशाला को बनाने वाले पंवार राजवंश को आज तक इस विवाद से परे रखा जाना। उस समय तत्कालिन महाराजा आनंदराव जी पंवार के नाबालिग होने की स्थिति में जब केबिनेट कोई हल नहीं कर पाई तब उसके पूरखों द्वारा स्थापित भोजशाला को अगर अग्रेंजी हुकुमत चाहती जो राजा साहब की पैतृक सम्पति मान कर उन्हे ही सौप देती तब भले ही राजा स्व विवेक से जिसे चाहे उसे देते क्योकि दान में दी गई किसी भी प्रकार की सम्पति का जब हस्तांतरण हो जाता है तब वह विवाद का केन्द्र नहीं रहती। आज भी इस बरसों पुराने विवाद का एक सूत्रिय हल है वह यह कि पंवार राजवंश मौला कमाल के पहले भी स्थापित था तथा बाद में भी तब इस बात पर बेमतलब की बहस करने से क्या फायदा......! राजा भोज की इस पाठशाला को पंवार राजवंश की पैतृक सम्पति मान कर उसे राजवंश के उत्तराधिकारी युवराज डा. करण सिंह राजे को सौप कर उसमें लंदन से मां बाग्देवी की प्रतिमा को स्थापित करवा कर उसे मां कालिका देवी ट्रस्ट  की तरह पंजीकृत करवा कर उसे सभी आम जनता के दर्शनार्थ के लिए सौप दी जायें. मध्यप्रदेश के रामभक्त एवं स्वंय को हिन्दुवादी नेता समझने वाले संघ की विचारधारा से जुडे प्रदेश के मुखिया अपने मुख्यमंत्री काल में लंदन जाने के बाद भी राजा भोज की कुलदेवी मां बाग देवी की प्रतिमा को उस संग्राहलय से नहीं ला पायें जहां पर वह आज भी अपने वतन को आने को पलके पावडे बिछाये इंतजार कर रही है। कहने को हर कोई शेख चिल्ली बन जाता है लकिन जब बारी आती है तो वहीं भिगी बिल्ली बन जाता है। पंवारो के इतिहास की सबसे बडी प्रमाणिक धरोहर राजा भोज की कुलदेवी की प्रतिमा कब धार में तथा धार से धर्मान्तरण के डर से भागे पंवार वापस अपने वतन को लौटेगं यह सब कह पाना अतीत के घेरे में है। अब यदि प्रदेश की भाजपा सरकार राजा भोज को मान सम्मान देने के लिए आगे आई है तो उसका स्वागत करना चाहिये क्योकि देर सबेर आखिर अक्ल आई तो सही। अब प्रदेश सरकार को धार का भी मान - सम्मान को लौटाने के लिए आगे आना चाहिये। आज जरूरत इस बात की है कि धार को कला एवं संस्कृति का केन्द्र बना कर उसे पुनः उस शिखर पर पहंुचाये जहां पर वह थी और इसके लिए सबसे जरूरी है कि मां वाग्यदेवी की मूर्ति को स्वदेश वापस लाने का इमानदारी पूर्वक प्रयास किया जाये।

बैतूल। एक साल पूर्व रीवा संभाग के उमरिया में कलैक्टर रहे बैतूल के वर्तमान कलैक्टर विजय आनंद कुरील के खिलाफ नरेरा के तहत भेजी गई अरबो की राशी के नियम विरूद्ध उपयोग को लेकर पूर्व में चल रही सीआईडी जांच से असंतुष्ट उमरिया एवं बैतूल के कुछ जागरूक स्वंयसेवी संगठन एवं स्वतंत्र पत्रकारो के सीबीआई का दरवाजा खटखटाया है। सीबीआई को सौपी गये दस्तावेजो में इस बात की जानकारी उपलब्ध करवाई गई है कि भारत सरकार के ग्रामिण विकास मंत्रालय द्वारा नरेरा योजना के लिए भेजे गई राशी में से लगभग एक अरब रूपये की राशी को नियम विरूद्ध नानटेकनीकल अधिकारी केडी चौरसिया भू सरंक्षण अधिकारी को दी गई थी। इस नियम विरूद्ध कार्य में हाईकोर्ट से जमानत पर रिहा एवं तत्कालिकन जिला पंचायत के मुख्य कार्यपालन अधिकारी जेएस धुर्वे ने कमीशन पर उक्त राशी का आवंटन कर दिया। भूसंरक्षण के नाम पर हुये शासकीय राशी के गबन के मामले में उक्त दो अधिकारियों को सीआईडी जांच में दोषी सिद्ध पाया गया लेकिन राजनैतिक दबाव एवं कथित ले देकर सीआईडी जांच से बाहर निकले उमरिया कलैक्टर विजय आंनद कुरील ने अपना बैतूल तबादला करवाया लिया। सीआईडी जांच में कलैक्टर द्वारा नियम विरूद्ध दी गई नरेरा की राशी को लेकर उनके खिलाफ कोई कार्यवाही न होने के बाद अब पूरे मामले को लेकर बैतूल एवं उमरिया के कुछ जागरूक स्वंयसेवी संगठन तथा स्वतंत्र पत्रकारो ने सीबीआई का दरवाजा खटखटाया है। इस संदर्भ में जांच के दायरे में जिला पशु चिकित्सा अधिकारी आर एन शुक्ला वह शिकायती पत्र एवं शपथ पत्र भी है जिसमें शुक्ला ने आरोप लगाया कि बैतूल के वर्तमान कलैक्टर ने अपनी उमरिया पदस्थापना के समय सांड की नस्ल के लिए प्रद्धत शासकीय राशी जो कि लगभग 35 लाख रूपये बताई जाती है उसका भुगतान भी नियम विरूद्ध करवाया था जिसमें अकेले आर एन शुक्ला को ही जेल जाना पड़ा इस प्रकरण में फंसे विजय आनंद कुरील के साफ बच निकलने के बाद जिला पशु चिकित्सा आयुक्त उमरिया आरएन शुक्ला के परिजनो ने भी पूरे मामले में श्री शुक्ला को फंसाने तथा पूरी राशी का नियम विरूद्ध भुगतान करवाने में अहम भूमिका निभाने वाले विजय आनंद कुरील के विरूद्ध सीबीआई जांच की मांग की है। उमरिया में पदस्थ रहे जेएस धुर्वे की राजनैतिक पहुंच एवं उनकी काली कमाई के चलते वे इस प्रकरण में सीआईडी जांच को तो प्रभावित कर दिये लेकिन अब मामला केन्द्र सरकार के मद से प्रदान की गई नरेरा की राशी का है जिसको लेकर जबलपुर में भी एक जनहित याचिका प्रस्तुत की जा रही है। उमरिया में भव्य लाज का भूस्वामी जेएस धुर्वे तथा जबलपुर में करोड़ो की काली कमाई से खरीदी गई सम्पत्ति के तथाकथित मालिक बने विजस आनंद कुरील का इस वर्ष जून में रिटायरमेंट है इसलिए समय से पूर्व सारे मामले को लेकर की जाने वाली कार्यवाही में उमरिया - बैतूल - भोपाल - दिल्ली के कई बड़े पत्रकारो एवं संगठनो द्वारा भी सीबीआई के भोपाल एवं दिल्ली कार्यालय से सम्पर्क बनाया रखा है।  पूरे मामले का कड़वा सच यह है कि दोनो शासकीय गबन के मामले में नियम विरूद्ध खर्च की गई राशी का आवंटन विजय आंनद कुरील के हस्ताक्षर से हुआ है जिसके लिए प्रथम दृष्टा वे भी अपराधी की श्रेणी में आते है। सीबीआई को भेजी गई सूचना के अधिकार अधिनियम के तहत सत्यापित 1335 पेजो के प्रमाणित दस्तावेजा की जानकारी के हवाले से प्राप्त चौकान्ने वाली $खबर यह है कि पूरे मामले की प्रदेश के मुख्यमंत्री को जानकारी है लेकिन वे भी राजनैतिक दबाव के आगे इस मामले में सीआईडी जांच को प्रभावित कर चुके है। चूंकि सीआईडी प्रदेश सरकार के अधिनस्थ कार्य करती है इसलिए सीआईडी जांच से विजय आंनद कुरील को बचाया गया लेकिन अब गले में फांस लगने की पूरी संभावना है क्योकि सत्यापित दस्तावेजो में यह सिद्ध हो चुका है कि किस तरह मध्यप्रदेश के रीवा संभाग के एक छोटे से जिले में केन्द्र सरकार एवं राज्य सरकार की शासकीय राशी का गबन किया गया है। हालाकि इन दो बहुचर्चित मामले में दो अधिकारी सीआईडी जांच में जेल की हवा खाकर हाईकोर्ट से जमानत पर रिहा है लेकिन एक अधिकारी अभी उमरिया जेल में बंद है। पूरे मामले के हीरो रहे विजय आंनद कुरील के उमरिया से तबादले के बाद लगभग एक साल से पूरे मामले को पेंडिग में डाला गया ताकि उनका रिटायरमेंट हो सके। अब पूरे मामले के जिन्न के एक बआर फिर सामने आ जाने से बहुचर्चित शासकीय राशी के गबन के मामले में एक बार फिर उमरिया - बैतूल -भोपाल तथा दिल्ली में भूचाल आने की संभावना है।

आजकल पूरे देश ही नहीं बल्कि विश्व में बस हर कोई किसी से बस यही सवाल करता है कि ''बोलो क्या लोगें....?'' लेने - देने का प्रचलन बैतूल की जनपद के पास की गंगा की होटल के गंगा से लेकर अमेरिका की सीनेट के सदस्य तक के पास चलता है। वह भी आपसे यही सवाल करेगा कि ''कहिये आप क्या लेना पंसद करोगे.....? '' विहस्की हो या रम मिट जाये सबके गम लेकिन लेने - देने की इस संगत से कोई नहीं बच सका है। यह बात को आप कही पर भी किसी भी प्लेटफार्म पर देख सकते है । श्रीमान बुरा मत मानिये लेकिन सच्चाई जानने के बाद हैरान भी मत होईयें क्योकि यह सच है कि आप किसी को भी कुछ भी काम बता दीजिए वह आपासे यह जरूर कहेगा कि ''बोले क्या दोगे.....?'' अब यह भी कडुवा सच है कि लेने - देने की प्रकिया आपको हर वक्त कहीं भी दिखाई पड़ जाती है। आपकी घरवाली हो या बाहरवाली - सगी हो या मँुहबोली साली वह भी यही सवाल करेगी जीजा जी क्या लोगें....? कई बार अकसर होता है कि कई मामले सिर्फ लेन -देन के चक्कर में उलझ कर रह जाते है। जबसे त्रेतायुग के राम ने रावण को मारा है उसके बाद से आज तक कलयुग का रावण राम के हाथो मरने का तैयार ही नहीं हो रहा है। आज इस देश में कलयुग का रावण कभी साम्प्रदायिका का रूप लेकर गोधरा का काण्ड करा देता है तो कभी काशी की बाढ़ बन कर प्रलय ला देता है। इस देश का क्या होगा जहाँ पर रावण कभी सिमी का जुबान बोलता है तो कभी बजरंग दल के उप्रदवी तत्वो की शक्ल में उत्पात मचाता है। कभी वासना का रूप लेकर अपनी बहु की अस्मत को लूटने वाले ससुर के रूप में रावण की करतूत सामने आती है तो कभी वह साध्वर ऋतुम्भरा  की वाणी से वैमनस्ता का ज़हर उगलने लगता है। आज का राम उसके सामने घुटने टेक कर देश के अरबो - खरबो आबादी के रूप में विवश होकर उसकी जुल्म - यातना को सहन करने का मजबुर हो जाता है। कई युगो तक कोई रावण के समान विद्धवान महापंडित नहीं हुआ है उस रावण को पता नही इस घोर कलयुग में ऐसा क्या नशा चढ़ गया है कि वह अपनी प्रजा सहित इस सृष्टि पर निवास करने वाले सभी जलचर - नभचार - निसचर सहित आम जन मानस को भी ना- ना प्रकार की यातनो के साथ शारीरिक - मानसिक - बौद्धिक - आर्थिक प्रताडऩा देने में कोई कसर नहीं छोड़ रहा है। रावण से हम सभी का बहँुत पुराना रिश्ता रहा है। अगर कोई कहे कि वह रावण सगा नहीं है या उसका रावण से कोई सबंध नहीं है तो मै इसे नहीं मानता क्योकि रावण तो हर व्यक्ति में निवास करता है। रावण को बुराई का प्रतिक माना गया है। हर इसंान में कोई न कोई बुराई जरूर होती है। असत्य पर सत्य की विजय का प्रतिक है विजय दशमी दशहरा पर्व जिसे सभी लोग मनाते है। भगवान राम ने जब रावण का वध किया था तब उस समय उन्होने अपने अनुज लक्ष्मण से कहा था कि लक्ष्मण जाओं रावण से कुछ ज्ञान हासिल करो। जब लक्ष्मण रावण के सिर के सामने खड़े हुये तो भगवान राम ने लक्ष्मण को समझाया कि अगर किसी से कुछ  सीखना चाहते हो तो उसके चरणो में जाकर सीखो....! आज यदि राम अपने अनुज लक्ष्मण से कहता कि '' जाओ रावण से कुछ सीखो ......!'' तो वह बसी सवाल करता कि ''भैया रावण क्या लेगा...!'' कलयुगी रावण भी लक्ष्मण को देख कर यही पुछता ''पहले तू यह तो बता कि तू मुझसे ज्ञान लेने के बदले में क्या देगा....?'' आज के इस दौर में हालात तो यह हो चुके है कि पहली हो या कालेज हर कोई स्कूल या कालेज जाने वाला बच्चा अपने बाप से लेकर मास्टर - प्रोफेसर से बस यही सवाल करेगा कि '' बोलो क्या लोगो....!''  आजकल इस समय समय का चक्कर कहिये या फिर आदमी के घन चक्कर बनने का असर हर कोई इतना - उलझ गया है कि इस देश में मंहगाई - दहेज - वैमनस्ता - भुखमरी - गरीबी - लाचारी - व्याभीचारी - चोरी - चकारी - गददरी - मक्कारी - रूपी रावण के दस सिरो को काटने का साहस नहीं कर पा रहा है उसे इन सब दस सिरो वाले संकट रूपी रावण को बार - बार - मोबाइल पर मैसेज भेज कर यही सवाल पुछना पड़ रहा है कि हे दशानन तुम मेरे देश में नासूर की तरह फैले हुये हो प्लीज अपने मरने की कीमत तो बता दो.....? एक बार तो अपनी मौत के लिए ली जाने वाली रकम तो बता दो....? आखिर हम सब तो जान सके कि आप मरने का क्या लोगें.....? यदि रावण जी आप नहीं मरे तो इस कलयुग की जनता तड़प - तड़प कर मर जायेगी। हम मर जायेगें तो फिर हर साल रामलीला करने का या दशहरा के मनाने का क्या औचित्य रह जायेगा...? रावण जी एक बात दिल से कहना चाहता हँू कि आप माने या न माने लेकिन दिल की बात कह रहा हँू अब तो हमे भी आपको जलाने और आपके झुठे मरने के नाटक करने से ऊब होने लगी है क्योकि मेरे बच्चे भी यह सवाल करते है कि पापा जब त्रेतायुग में रावण मर गया तो फिर बार - बार उसके मरने क्रा नाटक क्यों मंचित किया जाता है....? कहीं ऐसा तो नही कि पापा आज तक रावण मरा ही नहीं हो ....? कई बार अज्ञानी बेटा भी ज्ञानवर्धक बाते कह जाता है तब यह सोचा जा सकता है कि कौन किसका बाप है....? आज के समय में देश के ही नही विश्व के हालात बता रहे है कि रावण मरा नहीं जिंदा है। रावण का जगंलराज आज भी श्री लंका ही नहीं ्रबल्कि अमेरिका में भी चल रहा है। आज दुनिया की नम्बर वन पोजिशन पर सिरमौर बना अमेरिका स्वंय कोई निर्णय लेेने की स्थिति में नहीं है तभी तो उसके देश की जनता को सददाम हुसैन रावण के रूप में दिखाई पड़ा और उसने उसे तब तक फाँसी पर लटकाये रखा जब तक कि वह पूरी तरह मर नहीं गया। अमेरिका को अपनी सुरक्षा के लिए सैकड़ो रावणो का डर सताने लगा है तभी तो हर किसी से डरा सहमा रहता है। मर्यादा पुरूषोत्तम भगवान श्री राम भारत के साथ संधि करने में उसे राम की मर्यादा की जगह रावण की कुटनीति दिखाई पड़ती है और इसी वज़ह से वह राम को भी रावण की शक्ल में देख कर बार - बार उसके मरने के लिए षडयंत्र रच कर अनेका आंतकवादियो को प्रशिक्षित कर उन्हे हथियार और पैसे देकर भारत में आंतकवाद का साम्राज्य स्थापित करने में लगा है। आज की स्थिति में अगर यदि हमें अपने देश और देश की जनता को सलामत रखना है तो रावण के प्रतिक बने दशानन से एक ही प्रश्र करना चाहिये कि रावण जी मरने का क्या लोगें....?

बैतूल। भारत सरकार के ग्रामिण रोजगार मंत्रालय द्वारा महात्मा गांधी राष्ट्रीय रोजगार ग्यारंटी योजना के तहत बैतूल जिले में विगत बीते वर्षो में हुये कार्यो की मुल्याकंन रिर्पोट में जो तस्वीर सामने आई है वह काफी चौकान्ने वाली है। बैतूल जिले की घोडाडोंगरी जनपद में दस पंचायतो के सरपंच एवं सचिवो के खिलाफ लगभग चालिस लाख रूपयें की रिक्वरी - वसूली के आदेश जारी हुये है। जिले में दस जनपद पंचायते है जहां पर हर दुसरी - तीसरी ग्राम पंचायत के सरपंच एवं सचिव के खिलाफ रिक्वरी - वसूली के आदेश जारी हुये है। आडिट रिर्पोट से पहले कार्यो के मुल्याकंन में पाई गई जांच में जिले की 558 ग्राम पंचायतो में से 116 के खिलाफ गडबडी एवं भ्रष्ट्राचार की गंभीर शिकायते प्राप्त हुई है। भाजपा शासन काल में बहुचर्चित इस आदिवासी बाहुल्य बैतूल जिले के तीन पूर्व कलैक्टरो एवं चार मुख्य कार्यपालन अधिकारी के खिलाफ लोकायुक्त की टीम चार बार बैतूल जिले मे अपनी गुपचुप छापामार कार्यवाही के बाद सचिव से लेकर कलैक्टर तक से मैनेज होकर वापस लौट गई। दरअसल में बैतूल जिले में पंचायतो में फर्जीवाडे की शुरूआत पूर्व कलैक्टर एवं मुख्यमंत्री कार्यालय में दस वर्षो तक पदस्थ रहे चन्द्रहास दुबे के समय से हुई है। उनके समय ही पोल फेंसिंग का कार्य शुरू हुआ जिसमें घटिया पोल की सप्लाई से लेकर फेंसिंग तक का उपयोग हुआ जो कि आज भी गांवो की ओर जाने वाले मार्गो से नदारत है। कुछ स्थानो पर सीमेंट के पोलो के अवशेष देखने को मिलेगें जो कि स्वंय इसमें हुये भ्रष्ट्राचार की कहानी बयां करते है। जिले में उसके बाद पूर्व जिला पंचायत मुख्य कार्यपालन अधिकारी अरूण भटट् कलैक्टर बन कर आये। अपने पूरे कार्यकाल में जिले की 558 ग्राम पंचायतो में इस कदर लूट मची कि जिले में फर्जीवाडे के बाद भी प्रदेश में सर्वप्रथम का तमगा लाने में अरूण भटट् ने कमाल दिखा दिया। ग्राम स्वराज में मची लूट - खसोअ का ही नतीजा था कि जिले में पंचायत चुनाव लोगो को कमाई का पांच साल का ऐसा टेण्डर मिला की उसे हर कोई पाने को टूट पडा। बैतूल जिले में किसी ने अपनी पत्नि को तो किसी ने अपने पुत्र को सरपंच का चुनाव जिताने में धनबल से लेकर बाहुबल तक का उयपोग करने में कोई कसर नही छोड़ी। तीन बार लोकायुक्त के गुपचुप छापे से डरे - सहमें पूर्व मुख्य कार्यपालन अधिकारी बाबूसिंह जामोद ने इस साल के आखरी जिले से जाने में अपनी भलाई समझी। वर्तमान कलैक्टर अपनी पूर्व कलैक्टर पद की पदस्थापना के दौरान उन जिलो में भ्रष्टाचार के नये आयाम स्थापित करने के बाद अब सेवानिवृत होने के पहले इतना सब कुछ बटोरने में लगे है कि उनकी सात पीढ़ी आराम से बैठ कर खा सके। आज यही कारण है कि धारा 40 के तहत उन्ही सरपंचो को नोटिस दिया गया या फिर हटाया गया है जो किसी भी तरह से मैनेज नहीं हो सके है। बेतूल जिले की आधी से ज्यादा पंचायतो के सरपंच या तो अशिक्षित है या फिर आदिवासी - दलित एवं पिछडे वर्ग के जो किसी न किी के मोहरे बन कर काम कर रहे है। ऐसे लोगो की आड़ में जबरदस्त मची लूट को नजर अंदाज कर सीबीआई बैतूल जिला मुख्यालय पर एक साल से पारधी कांड की जांच के बहाने अपना कैम्प लगाने के बाद भी कुंभकरणी निंद्रा में सोई हुई है जिसके चलते अब सीबीआई का डर भी भ्रष्ट्राचारियो के दिलो - दिमाग से दूर हो गया है। बैतूल जिले में भारत सरकार के पंचायती राज्य का जो बेडागर्क हुआ है वह काफी सनसनी पैदा करने वाला है। अरबो - खरबो के केन्द्र सरकार से मिले विभिन्न योजनाओं के अनुदान ने जिले के अधिकांश सचिवो की माली हालत में काफी सुधार ला दिया है। गांव की सड़के भले ही न सुधरी हो लेकिन सरपंच एवं सचिवो के बंगले जरूर बन गये है। जिले का हर दुसरा ग्राम पंचायत का दो हजार रूपये की नौकरी करने वाला अस्थायी सचिव आज की मौजूदा परिस्थति में लखपति से लेकर करोड़पति तक बन चुका है। कपीलधार कूप योजना की बात हो या फिर वानिकी एवं फलोउद्यान योजना हर किसी में इस सीमा तक भ्रष्ट्राचार हुआ है कि गांवो में दस प्रतिशत भी पौधे - पेड नहीं बन सके है। गांवो तक पहुंच मार्गो के दो ओर की गई फेंसिग का प्रकरण हो या फिर मेड बंधान का सबके सब भ्रष्ट्राचार की भेट चढ़ गये है। बैतूल जिले का अधिकांश सरपंच एवं सचिव सत्ताधारी दल से जुडा होने के कारण न तो उनके खिलाफ पुलिस में एफ आई आर दर्ज हो सकी है और न वसूली ऐसी स्थिति में गांव के भ्रष्ट्राचार ने पूरी की पूरी व्यवस्था को दागदार बना दिया है। वैसे बैतूल जिले को भले प्रथम पुरूस्कार मिला हो लेकिन उसके भ्रष्ट्राचार में भी नम्बर वन के मुकाम को कोई नहीं छु सकता है। एक जानकारी के अनुसार 2 फरवरी 2006 से लेकर 15 दिसम्बर 2010 तक मध्यप्रदेश के आदिवासी बाहुल्य बैतूल जिले में महात्मा गांधी राष्ट्रीय रोजगार ग्यारंटी योजना के तहत 558 ग्राम पंचायतो में कुल 1 हजार 343 ग्रामों के 2 लाख 33 हजार 707 जाबकार्ड धारको को 5 करोड 73 लाख 95 हजार 67 की संख्या में बीते चार वर्षो में काम दिया गया। प्रत्येक जाबकार्ड परिवार के एक सदस्य को पूरे साल में प्रस्तावित सौ दिना का रोजगार दिया जाना है। गांवो में लोगो के जाबकार्ड भले ही कोरे हो लेकिन आन रिकार्ड में सभी को रोजगार दिया जा चुका है। गांवो में काम मांगते लोगो के सरपंच - सचिव - कलैक्टर के दरबारो में आकर गिडगिडाने का सिलसिला आज भी बरकरार है। शासकीय रिकार्ड के अनुसार अभी तक इस योजना के कथित सफल क्रियाव्यन के लिए बैतूल जिले को देश - प्रदेश में पहला स्थान मिल चुका है। शासन ने 30 प्रतिशत महिला कामगारो को रोजगार देने का बैतूल जिले के लिए लक्ष्य रखा था लेकिन जिले ने 40 प्रतिशत महिलाओं को काम दिया गया है लेेकिन गांवो में आज भी काम मांगती महिलाओं की स्थिति किसी भिखारी से भी कई गुजरी हो चुकी है क्योकि उसे किसी न किसी घर से भीख जरूर मिल जायेगी लेकिन जाबकार्ड लेकर गांव की चौपाल से लेकर बैतूल तक आती महिलाओं की आपबीती शर्मसार कर देने वाली है। जिन सरकारी आकडो पर बैतूल जिले ने मध्यप्रदेश में अव्वल नम्बर का स्थान पाया उस आकडो में बताया गया कि राष्ट्रीय रोजगार ग्यारंटी योजना के तहत बैतूल जिले की 558 ग्राम पंचायतो के मे बसे 1 हजार 343 ग्रामों के 2 लाख 33 हजार 707 जाबकार्ड धारको को अभी तक 5 अरब 61 करोड 67 हजार 5 सौ रूपये की राशी का भुगतान किया जा चुका है। बैतूल जिले में इस योजना के तहत आज दिनांक कपीलधारा योजना के 65 हजार 495 कार्य पूर्ण होना तथा 12 हजार 85 कार्य प्रगति पर बताया गया। मध्यप्रदेश के इस आदिवासी बाहुल्य जिले की कुल आबादी 13 लाख 95 हजार 175 है।  इन आकडो की सच्चाई को जानने के लिए कपिलधारा योजना के तहत खुदवाये गये कुओ के कथित निमार्ण कार्य में बडे पैमाने पर भ्रष्ट्राचार एवं निमार्ण कार्य की गुणवत्ता के चलते बासपानी की एक युवती की जान तब चली गई जब एक बार धंस चुके कुये को पुन: बनवाया जा रहा था। बासपुर ग्राम पंचायत द्वारा बीते वर्ष 2008 में ग्राम पंचायत के एक कपिलधारा योजना के लाभार्थी रमेश का कुआ पिछली बरसात के बाद पूरी तरह धस गया। उक्त कुये को बिना स्वीकृति के पुरानी तीथी में निमार्णधीन दर्शा कर उसका निमार्ण कार्य किया जा रहा था लेकिन ग्राम पंचायत के एक पंच तुलसीराम सहित 5 अन्य मजदुर गंभीर रूप से घायल हो गये तथा एक युवती सनिया की जान चली गई। कुये में धंस कर जान गवा चुकी सनिया को उसके काम की मजदुरी भी पूरी नहीं मिल सकी और वह कपिलधारा योजना के तहत निमार्णधीन घटिया कार्यो की बेदी पर चढा दी गई।  बैतूल जिले में जिला मुख्यालय पर जिले की किसी न किसी ग्राम पंचायत में कपिलधारा योजना के तहत निमार्णधीन कुओ के निमार्ण कार्य एवं मजदुरी का मामला लेकर दर्जनो ग्रामिणो का जमावडा आम बात रहने के बाद भी भाजपा शासनकाल में बैतूल जिला कलैक्टर को पदोन्नति के बाद भी बैतूल में अगंद के पाव की तरह जमे बैतूल कलैक्टर अरूण भटट ने आबकारी आयुक्त बनने के बाद ही बैतूल जिले से बिदाई ली। श्री भटट् को मध्यप्रदेश के मुख्यमंत्री के कथित एजेंट के रूप में देखा जा रहा था क्योकि उनके काय्रकाल में भाजपा एक नहीं बल्कि दो चुनाव जीत सकी है। स्वंय बैतूल के पूर्व कलैक्टर श्री भटट् अपने को मुख्यमंत्री के कथित सदस्य एवं मुख्यमंत्री की जीवन संगनी श्रीमति साधना सिंह के कथित भाई के रूप में प्रचारित करवा कर उनके लिए हर तरह के कार्य कर चुके है और यही कारण है कि उन्होने मुख्यमंत्री के प्रति अपने कथित विश्वास को उनकी पार्टी की लोकसभा उप चुनाव एवं विधानसभा चुनाव में शानदार जीत के रूप में जीवित रखा है। बैतूल जैसे पिछडे जिले में जिला पंचायत मुख्य कार्यपालन अधिकारी के रूप में कार्य कर चुके अरूण भटट के समय के ताप्ती सरोवर आज पूरे जिले में सुखे पडे है तथा कई तो अपने मूल स्वरूप को खो चुके है। इस जिले में रोजगार ग्यारंटी योजना के तहत कम मजदुरी एवं अकुशल श्रमिको के शारीरिक - मानसिक - आर्थिक शोषण को लेकर श्रमिक आदिवासी संगठन एवं समाजवादी परिषद श्रमिक नेता मंगल सिंह के नेतृत्व में बीते वर्ष 2006 से लेकर 2 फरवरी 2010 तक हजारो धरना - प्रदर्शन कर चुके है। विधानसभा में काग्रेंस के विधायक सुखदेव पांसे भी उस योजना में व्यापत भ्रष्टाचार एवं मजदुरो के शोषण का मामला उठा चुके जिस योजना के लिए बैतूल जिले में पदस्थ रहने वाले सभी कलैक्टर राज्य एवं केन्द्र सरकार से अपनी पीठ को थपथपाने में महारथ हासील करने में कोई कसर नहीं छोड रहे है। बैतूल जिले के जिन कपिलधारा के कुओ को किसानो के लिए वरदान बताया जा रहा है उन कुओ के निमार्ण कार्य में जिन लोगो को लाभार्थी दर्शाया गया है उनमें से कई ऐसे हितग्राही है जिनके पुराने कुओ को नया बता कर कुओ के लिए स्वीकृत राशी को सरपंच - सचिव - इंजीनियर एवं सबंधित योजना के अधिकारी आपस में बाट कर खा गये। हितग्राही को सरकारी कागजो पर उसके कुये के बदले में कुल स्वीकृत राशी का दस प्रतिशत भी नहीं मिल पाया है। बैतूल जिले के सैकडो हितग्राहियो के नाम ऊंगली पर गिनाये जा सकते है जिनके पुराने कुओ को सरकारी कागजो में नया बता कर फजी रोजगार उन जाबकार्डो में दर्शाया गया है जिन्हे साल में निर्धारित दिवस का रोजगार तक वास्तवीक रूप में नहीं मिल सका है।
                    बैतूल जिले की अधिकांश ग्राम पंचायतो के सरपंच एवं सचिव कल तक भले ही सड़क छाप थे लेकिन पंचायती राज की मालामाल लाटरी के हाथ लगते ही वे अब टाटा इंडिका में घुमने लगे है। भाजपा शासन काल में शुरू की गई कपिल धारा कूप निमार्ण योजना को हर साल बरसात में श्राप लगता है लेकिन अब तो गर्मी और कडाके ठंड में भी कूपो के धसंने की घटनाये सुनने को मिलने लगी है। केन्द्र सरकार द्वारा दिये गये रोजगार ग्यारंटी योजना के तहत दिये गये अनुदान से मध्यप्रदेश में शुरू की गई कपिल कूप योजना के तहत बैतूल जिले की दस जनपदो एवं 558 ग्राम पंचायतो में बनने वाले कुओं में ंसे अधिकांश पहली ही बरसात में धंसक चुके है। राज्य शासन द्घारा अनुसूचित जाति एवं जनजाति के ग्रामिण किसानो की 5 एकड़ भूमि पर 91 हजार रूपये की लागत से खुदवाये जाने वाले कुओं के लिए बैतूल जिला पंचायत एनआरजीपी योजना के तहत मोटे तौर पर देखा जाये तो 91 हजार रूपये के हिसाब से करोड़ो रूपयो का अनुदान केन्द्र सरकार से मिला। ग्राम पंचायत स्तर पर सरपंच एवं सचिव को कपिल धारा कूप निमार्ण की एजेंसी नियुक्त कर जिला पंचायत ने ग्राम के सरंपचो एवं सचिवो की बदहाली को दूर कर उन्हे मालामाल कर दिया है। एक - एक ग्राम पंचायत में 20 से 25 से कपिल धारा के कुओं का निमार्ण कार्य करवाया गया। 24 हजार 75 हजार रूपये जिस भी ग्राम पंचायत को मिले है उन ग्राम पंचायतो के सरपंचो एवं सचिवो ने एनआरजीपी योजना के तहत कार्य करवाने के बजाय कई कुओं का निमार्ण कार्य जेसीबी मशीनो से ही करवाया डाला। आनन - फानन कहीं सरकारी योजना की राशी लेप्स न हो जाये इसलिए सरपंचो ने बैतूल जिले में 545 ग्राम पंचायतो में इस वर्ष 2 हजार 477 कुओं का निमार्ण कार्य पूर्ण बता कर अपने खाते में आई राशी को निकाल कर उसे खर्च कर डाली। हर रोज जिला मुख्यालय पर कोई न कोई ग्राम पंचायत से दर्जनो मजदुर अपनी कपिल धारा योजना के तहत कुओं के निमार्ण की मजदुरी का रोना लेकर आता जा रहा है। अभी तक जिला प्रशासन के पास सरकारी रिकार्ड में दर्ज के अनुसार 337 ग्राम पंचायतो की शिकायते उन्हे अलग - अगल माध्यमो से मिली है। इन शिकायतो में मुख्यमंत्री से लेकर जिला कलैक्टर का जनता तथा सासंद का दरबार भी शामिल है। आये दिन किसी न किसी ग्राम पंचायत की कपिल भ्रष्टï्राचार धारा के बहने से प्रभावित लोगो की त्रासदी की $खबरे पढऩें को मिल रही है। अभी तक 9 हजार 411 कुओं  का निमार्ण कार्य हो रहा है जिसमें से 6 हजार 934 कुओं के मालिको का कहना है कि उनके खेतो में खुदवाये गये कुएं इस बरसात में पूरी तरह धंस जायेगें। मई 2008 तक की स्थिति में जिन कुओं का निमार्ण हो रहा है उनमें से अधिकांश के मालिको ने आकर अपनी मनोव्यथा जिला कलैक्टर को व्यक्त कर चुके है। सबसे ज्यादा चौकान्ने वाली जानकारी तो यह सामने आई है कि बैतूल जिले के अधिकांश सरपंचो ने अपने नाते -रिश्तेदारो के नामों पर कपिल धारा के कुओं का निमार्ण कार्य स्वीकृत करवाने के साथ - साथ पुराने कुओं को नया बता कर उसकी निमार्ण राशी हड़प डाली। जिले के कई गांवो में तो इन पंक्तियो के लिखे जाने तक पहली बरसात के पहले चरण मेें ही कई कुओं के धसक जाने की सूचनायें ग्रामिणो द्घारा जिला पंचायत से लेकर कलैक्टर कार्यालय तक पहँुचाई जा रही है। हाथो में आवेदन लेकर कुओं के धसक जाने , कुओं के निमार्ण एवं स्वीकृति में पक्षपात पूर्ण तरीका बरतने तथा कुओं के निमार्ण कार्य लगे मजदुरो को समय पर मजदुरी नहीं मिलने की शिकायते लेकर रोज किसी न किसी गांव का समुह नेताओं और अधिकारियों के आगे पीछे घुमता दिखाई पड़ ही जाता है। ग्रामिण क्षेत्रो में खुदवाये गये कपिल धारा के कुओं को डबल रींग की जुड़ाई की जाना है लेकिन कुओं की बांधने के लिए आवश्क्य फाड़ी के पत्थरो के प्रभाव नदी नालो के बोल्डरो से ही काम करवा कर इति श्री कर ली जा रही है। कुओं की बंधाई का काम करने वाले कारीगरो की कमी के चलते भी कई कुओं का निमार्ण तो हो गया लेकिन उसकी चौड़ाई और गहराई निर्धारीत मापदण्ड पर खरी न उतरने के बाद भी सरपंच एवं सचिवो ने सारी रकम का बैंको से आहरण कर सारा का सारा माल ह$जम कर लिया। जिले में एनआरजीपी योजना का सबसे बड़ा भ्रष्टï्राचार का केन्द्र बना है कपिल धारा का कुआं निमार्ण कार्य जिसमें सरपंच और सचिव से लेकर जिला पंचायत तक के अधिकारी - कर्मचारी जमकर माल सूतने में लगे हुये है। भीमपुर जनपद के ग्राम बोरकुण्ड के सुखा वल्द लाखा जी कामडवा वल्द हीरा जी  तुलसी जौजे दयाराम , रमा जौजे सोमा , नवलू वल्द जीवन , तुलसीराम की मां श्रीमति बायलो बाई जौजे बाबूलाल , चम्पालाल वल्द मन्नू के कुओं का निमार्ण कार्य तो हुआ लेकिन सभी इस बरसात में धंसक गये। बैतूल जिला मुख्यालय से लगभग 120 किलो मीटर की दूरी पर स्थित दुरस्थ आदिवासी ग्राम पंचायत बोरकुण्ड के लगभग सौ सवा सौ ग्रामिणो ने बैतूल जिला मुख्यालय पर आकर में आकर दर्जनो आवेदन पत्र जहां - तहां देकर बताया कि ग्राम पंचायत में इस सत्र में बने सभी 24 कुओं के निमार्ण कार्य की उन्हे आज दिनांक तक मजदुरी नहीं मिली। बैतूल जिले की साई खण्डारा ग्राम पंचायत निवासी रमेश कुमरे के परतापुर ग्राम पंचायत में बनने वाले कपिलधारा के कुओं का निमार्ण बीते वर्ष में किया गया। जिस कुये का निमार्ण वर्ष 2007 में पूर्ण बताया गया जिसकी लागत 44 हजार आंकी गई उस कुये का निमार्ण पूर्ण भी नहीं हो पाया और बीते वर्ष बरसात में धंस गया। दो साल से बन रहे इस कुये का इन पंक्तियो के लिखे जाने तक बंधाई का काम चल रहा है लेकिन न तो कुआं पूर्ण से बंध पाया है और न उसकी निर्धारित मापदण्ड अनुरूप खुदाई हो पाई है। इस बार भी बरसात में इस कुये के धसकने की संभावनायें दिखाई दे रही है। रमेश कुमरे को यह तक पता नहीं कि उसके कुआ निमार्ण के लिए ग्राम पंचायत को कितनी राशी स्वीकृत की गई है तथा पंचायत ने अभी तक कितने रूपयो का बैंक से आहरण किया है। ग्राम पंचायत के कपिलधारा के कुओ के निमार्ण कार्य में किसी भी प्रकार की ठेकेदारी वर्जित रहने के बाद भी कुओं की बंधाई का काम ठेके पर चल रहा है।
                    ग्राम पंचायत झीटापाटी के सरपंच जौहरी वाडिया के अनुसार ग्राम पंचायत झीटापाटी में 32 कुओ का निमार्ण कार्य स्वीकृत हुआ है लेकिन सरपंच ने कुओ के निमार्ण के आई राशी का उपयोग अन्य कार्यो में कर लिया। गांव के ग्रामिणो की बात माने तो पता चलता है कि इस ग्राम पंचायत में मात्र 16 ही कुओ का निमार्ण कार्य हुआ। सरपंच जौहरी वाडिया और सचिव गुलाब राव पण्डागरे ने इन 16 कुओ के निमार्ण कार्य में मात्र 6 लाख रूपये की राशी खर्च कर शेष राशी का आपसी बटवारा कर लिया। आर्दश ग्राम पंचायत कही जाने वाली आमला जनपद की इस ग्राम पंचायत में आज भी 16 कुओ का कोई अता - पता नहीं है। पहाड़ी क्षेत्र की पत्थरो की चटटïनो की खदानो का यह क्षेत्र जहां पर 16 कुओ जिस मापदण्ड पर खुदने चाहिये थे नहीं खुदे और जनपद से लेकर सरपंच तक ने 16 कुओ की खुदाई सरकारी रिकार्ड में होना बता कर पूरे पैसे खर्च कर डाले। सवाल यह उठता है कि जहाँ पर पत्थरो की चटटनो को तोडऩे के लिए बारूद और डिटोनेटर्स का उपयोग करना पड़ता है वहां पर कुओ का निमार्ण कार्य उसकी चौड़ाई - गहराई अनरूप कैसे संभव हो गया..? कई ग्रामवासियो का तो यहां तक कहना है कि सरपंच और सचिव ने उनके कुओ की बंधाई इसलिए नहीं करवाई क्योकि पहाड़ी पत्थरो की चटटनी क्षेत्र के है इसलिए इनके धसकने के कोई चांस नहीं है। भले ही इन सभी कुओ की बंधाई सीमेंट और लोहे से न हुई हो पर बिल तो सरकारी रिकार्ड में सभी के लगे हुये है। इस समय पूरे जिले में पहली ही रिमझीम बरसात से कुओं का धसकना जारी है साथ ही अपने कुओ पर उनके परिजनो द्घारा किये गये कार्य की मजदुरी तक उन्हे नहीं मिली। मध्यप्रदेश की भाजपा सरकार की अति महत्वाकांक्षी कपिलधारा कूप योजना का एक कडवा सच भी सामने आया है कि प्रत्येक कूपो में उपयोग में लाई गई विस्फोटक सामग्री का उपयोग अब सी बी आई के लिए अनुसंधान का केन्द्र बना हुआ है। जिले की 558 ग्र्राम पंचायतो में से आधे से अधिक ग्राम पंचायतो द्वारा कूपो के निमार्ण के लिए जिस विस्फोटक सामग्री उपयोगकत्र्ता एवं सप्लायर को भुगतान किया गया है वह राजस्थान का मूल निवासी है तथा वर्तमान समय में उसका बैतूल जिले के खोमई गांव में मध्यप्रदेश एवं महाराष्ट्र की सीमा पर बारूद संग्रहण भंडार भी है। जिले की प्रत्येक ग्राम पंचायतो ने औसतन 20 कपिलधारा योजना के कूपो के लिए पांच हजार रूपये प्रति कूप के हिसाब से जिस शेखावत परिवार को भुगतान किया गया है उसने स्वंय को बचाने एवं राजनैतिक संरक्षण आने के लिए कोई कसर नहीं छोड़ी है। कभी वह अपने आप को भारत के पूर्व उपराष्ट्रपति स्वर्गीय भैरोसिंह शेखावत का तो कभी वर्तमान महामहिम राष्ट्रपति श्रीमति प्रतिभादेवी सिंह शेखावत के करीबी बता कर बैतूल जिले में बडे पैमाने पर फर्जी एवं अवैध रूप से बारूद - जिलेटीन - डिटोनेटर्स - अन्य विस्फोटक सामग्री गोरखधंधा कर रहा है। बैतूल जिले के भैसदेही - आठनेर - भीमपुर - मुलताई - बैतूल के भाजपा  नेताओं के संरक्षण में अभी तक सैकड़ो ट्रको की सप्लाई वह जिले की सैकड़ो ग्राम पंचायतो के हजारो कपिलधारा योजना के कूपो के लिए कर चुका यह सप्लायर को उतनी मात्रा में सपलाई हुई नहीं जितनी की वह खपत का ग्राम पंचायतो से भुगतान पा चुका है। जबसे सागर से लापता हुये बारूद के ट्रको का मामला सामने आया तबसे बैतूल जिले का सबसे बड़ा विस्फोटक सप्लायर एवं उपयोगकत्र्ता खोमई का शेखावत परिवार भाजपा नेताओं के संरक्षण में है। भैसदेही क्षेत्र से जिला पंचायत के सदस्य एवं इंका नेता पंजाब राव कवड़कर एवं भैसदेही क्षेत्र के इंका विधायक धरमू सिंह ने प्रदेश की भाजपा सरकार से कपिलधारा कूपो के निमार्ण कार्य में उपयोग में लाई गई विस्फोटक सामग्री के मामले की सी बी आई से जाचं की मांग की  लेकिन कुद दिनो के बाद दोनो नेताओ के सूर और ताल बदल गये। दोनो कांग्रेस के दिग्गज नेताओ ने इस संवेदनश्रील मामले को लेकर पहले तो जन आन्दोलन की भी धमकी दी थी लेकिन अब उसकी भी न जाने क्यों हवा निकल गई। बैतूल जिले में अभी तक उपयोग में लाई गई विस्फोटक सामग्री की खफत आवक से 70 गुण ज्यादा बताई जा रही है। बैतूल जिले में जिन लोगो के पास विस्फोटक सामग्री के संग्रहण एवं उपयोग के लायसेंस एवं पंजीयन प्रमाण पत्र है उनमें से मात्र दस प्रतिशत लोगो के लिए बिल ग्राम पंचायतो में लगे है शेष सभी 90 प्रतिशत से अधिक के बिल खोमई - गुदगांव के बब्बू शेखावत की कपंनी के लगे हुये है। ग्रामिणो का सीधा आरोप है कि महिला अशिक्षित एवं आदिवासी होने के कारण उसका लड़का ही गांव की सरपंची करता रहता है। राष्टï्रपिता महात्मा गांधी का पंचायती राज का सपना इन गांवो में चकनाचूर होते न$जर आ रहा है क्योकि कहीं सरपंच अनपढ़ है तो कई पंच ऐसे में पूरा लेन - देन सचिवो के हाथो में रहता है। अकसर जिला मुख्यालय तक आने वाली अधिकांश शिकायतो और सरंपचो को मिलने वाले धारा 40 के नोटिसो के पीछे की कहानी पंचायती राज में फैले भ्रष्टï्राचार का वाजीब हिस्सा न मिलने के चलते ही सामने आती है। बैतूल जिले में 545 ग्राम पंचायतो के सरपंचो और सचिव के पास पहले तो साइकिले तक नहीं थी अब तो वे नई - नई फोर व्हीलर गाडिय़ो में घुमते न$जर आ रहे है। जिले में सरपंच संघ और सचिव संघ तक बन गये है जिनके अध्यक्षो की स्थिति किसी मंत्री से कम नहीं रहती है। अकसर समाचार पत्रो में सत्ताधारी दल के नेताओं और मंत्रियो के साथ इनके छपने वाले और शहरो में लगने वाले होर्डिंगो के पीछे का खर्च कहीं न कहीं पंचायती राज के काम - काज पर ऊंगली उठाता है। बैतूल जिले में अभी तक अरबो रूपयो का अनुदान कपिलधारा के कुओ के लिए आ चुका है लेकिन रिजल्ट हर साल की बरसात में बह जाता है। अब राज्य सरकार केन्द्र सरकार से मिलने वाले अनुदानो का अगर इसी तरह हश्र होने देगी तो वह दिन दूर नहीं जब पंचायती राज न होकर पंचायती साम्राज्य बन जायेगा जिसके लिए बोली लगेगी या फिर गोली......

                        इसी कडी में जल संसाधन विभाग ने कुल स्वीकृत 113 कार्यो में से एक भी कार्य को पूर्ण नहीं किया और कुल स्वीकृत 563.658 लाख रूपये में से कथित   23 कार्यो को प्रगति पर बता कर 166.866 लाख रूपये खर्च कर डाले। लोक निमार्ण विभाग ने अपने 8 स्वीकृत कार्यो में से एक भी कार्य को पूर्ण नही किया और 8 कार्यो को प्रगति पर बता कर कुल स्वीकृत 156.89 लाख रूपये में से 38.81 लाख रूपये खर्च कर डाले। सबसे अधिक वन विभाग ने अपनी पूरे जिले में फैली वन सुरक्षा समितियों की आड में 1027 कार्य स्वीकृत कर उनसे से मात्र 1 कार्य को पूर्ण बता कर 514 कार्यो की प्रगति के लिए स्वीकृत 2010.749 लाख रूपये में से 170.433 लाख रूपये का व्यय बता कर उक्त राशी का कथित कागजी गोलमाल करने मेें बाजीगरी दिखा डाली। सबसे आश्चर्य चकित करने वाली बात यह है कि फलोउद्यान विभाग ने मात्र एक कार्य को स्वीकृत करने में महारथ तो हासिल की पर उसे भी पूर्ण नहीं किया और उसकी प्रगति के लिए 8.33 लाख रूपये में से 6.85 लाख रूपये खर्च कर डाले। फलोउद्यान विभाग अपने इस कार्य को न तो दिखा सका है और न उसकी प्रगति को परिभाषित कर पाया है। कृषि विभाग ने भी अपने 4 स्वीकृत कार्यो को प्रगति पर बता कर एक कार्य को भी पूर्ण होना न बता कर उक्त कथित प्रगति के लिए 44.770 लाख रूपये में अभी तक 27.067 लाख रूपयो का बिल बाऊचर पेश कर सभी रूपयो को खातो से निकाल बाहर कर उसे रफा - दफा कर डाला। बैतूल जिले में 1 हजार 582 स्वीकृत कार्यो मेें मात्र 58 कार्य पूर्ण तथा 708 कार्य अपूर्ण है। जिले की विभागवार 7 निमार्ण एजेंसी कुल स्वीकृत राशी 5928.593 लाख रूपये में से 1406.60 लाख रूपये खर्च कर चुकी है। बैतूल जिले में किसानो को एक नारा देकर बहलाने एवं फुसलाने का काम किया गया कि हर खेत की मेड और हर मेड पर एक पेड लेकिन सच्चाई कुछ और ही बयंा करती है। सतपुडा की पहाडियों से घिरे बैतूल जिले में पानी के कथित बहाव एवं बाढ के पानी से भूमि के कटाव को रोकने के लिए 893.184 हेक्टर के क्षेत्रफल की भूमि को चिन्हीत किया जिसमें से 3.38.891 मीटर की भूमि पर कथित कंटूर ट्रंच का निमार्ण कार्य किया गया तथा उबड - खाबड भूमि को समतल करने के लिए भूमि शिल्प उप योजना के तहत 1035215मीटी भूमि पर कथित मेड बंधान का कार्य पूर्ण होना बताया गया लेकिन खेतो की मेड दिखाई दे रही है और समतल भूमि जिस पर रोजगार ग्यारंटी योजना का करोडो रूपैया पानी की तरह बहा दिया गया। बैतूल जिले में दस जनपदो से अध्यक्ष एवं मुख्यकार्यपालन अधिकारियों एवं 558 ग्राम पंचायतो के सरपंचो तथा सचिवो से प्रत्येक स्वीकृत कार्य के लिए तथा पूर्ण होने के बाद कथित चौथ वसूली के कारण ही बाहर से आने वाली रोजगार ग्यारंटी योजना की सर्वेक्षण टीम को मोटी रकम एवं उनकी कथित सेवा चाकरी के बल पर चिचोली जनपद पंचायत में सडको के किनारे लगवाई गई फैसिंग के सीमेंट के पोलो में लोहे की राड के बदले बास की कमचियों के मिलने के दर्जनो मामलो को नज़र अदंाज कर भारत सरकार के ग्रामिण रोजगार ग्यारंटी विभाग की टीम ने बैतूल जिले में बडे पैमाने पर हुये इस योजना में घोटले - भ्रष्ट्राचार - लूटखसोट - घटिया निमार्ण कार्य के मामलो को नज़र अंदाज कर अपनी जेबो की जगह सूटकेस भर - भर माल ले जाकर बैतूल जिले को रोजगार ग्यारंटी योजना में प्रदेश में ही नहीं बल्कि देश में भी अव्वल नम्बर के जिलो की श्रेणी में ला खडा कर दिया। आज बैतूल जैसे आदिवासी जिले में मुख्यमंत्री के कथित साले होने का फायदा उठाने में जिले के वर्तमान कलैक्टर ने कोई कसर नहीं छोडी। आज अपनी पदौन्नति के बाद बैतूल जिले में मुख्यमंत्री को लोकसभा के चुनावो में बैतूल जिले से जीत का सेहरा बंधवाने के बाद ही बैतूल जिले से उनकी बिदाई संभव है लेकिन राजनैतिक गलियारे में चर्चा जोरो पर है कि उन्हे नर्मदापूरम संभाग का कमीश्रर बनाया जा सकता है ताकि वे बैतूल से दोनो हाथो से लडडू खा सके। इस समय बैतूल जिले को चारागाह समझने वाले अफसरो में आरईएस के मेघवाल का नाम भी अव्वल दर्जे पर आता है। इस अधिकारी की बैतूल जिले में कमाई वाले विभाग में बरसो से अगंद के पांव की तरह जमें रहने के पीछे की सच्चाई के पीछे रोजगार ग्यारंटी योजना का पैसा ही दिखाई पडता है। जिले में ग्रामिणी यांत्रिकी विभाग को सबसे बडा कमाई का माध्यम मानने वाले लोगो में नेता - अभिनेता - अफसर यहाँ तक की पत्रकार भी शामिल है। बैतूल जिले में वित्तीय वर्ष 2006 एवं 2007 में जल संवर्धन एवं संरक्षण के 1 हजार 107 कार्य पूर्ण बताये गये जबकि वर्ष वित्तीय वर्ष 2007 से अप्रेल 2008 में 1957 कार्य तथा वर्तमान में वित्तीय वर्ष 2008 एवं 2009 में 526 कार्य पूर्ण बताये गये। इसी कडी में सुखे की कथित रोकथाम एवं वनीकरण के लिए पहले चरण में 754 कार्य तथा दुसरे चरण में 555 तथा तीसरे चरण में एक भी कार्य पूर्ण नहीं हो सके है। अभी तक वैसे देखा जाये तो जिले में प्रथम चरण में 8 निमार्ण एजेंसियो द्धारा 6 हजार 519 कार्य एवं 6840 कार्य प्रगति पर बताये गये। दुसरे चरण में   7052 कार्य पूर्ण तथा 11333कार्य प्रगति पर बताये गये। तीसरे चरण में 1924 कार्य पूर्ण तथा 12085 कार्य प्रगति पर बताये गये है। अभी तक कुल तीनो चरणो में अरबो रूपये व्यय किये जा चुके है।
    ग्राम पंचायतो में भ्रष्ट्राचार की तस्वीर बयां करती एक घटना देखिये उस दिन जिला कलैक्टर की तथाकथित जन सुनवाई में उम्र लगभग 35 साल नाम चन्द्र किशोर वल्द हरिनंदन जाति विश्वकर्मा लोहार पिछड़ा वर्ग निवासी गुवाड़ी मोहल्ला ग्राम बिसलदेही ग्राम पंचायत सुखाढाना निवासी हाथ में एक कागज का टुकड़ा लेकर आता है और फरियाद करता है कि उसे ग्राम पंचायत ने उसके गरीबी रेखा के नीले कार्ड पर दर्ज पर दर्ज गरीबी रेखा सर्वे सूचि 2006 एवं बीपीएल सर्वेक्षण 2002 - 2003 पर पंजीयन क्रंमाक  51 के अनुसार उसे राज्य सरकार की कथित अपना घर योजना के लिए 35 हजार रूपये का अनुदान स्वीकृत किया जिसमें ग्राम पंचायत सुखाढाना ने उसके रोजगार ग्यारंटी के बगडोना स्थित बैंक में खाता क्रंमाक30531245626 में 17 हजार 5 सौ रूपये जमा करवा दिये एवं उसे एक चेक भी दिया कि वह उसके खाता क्रंमाक 30531245626 में जमा कर दे। कुल 35 हजार रूपये में अपना घर का साकार करने वाले चन्द्रकिशोर से सरपंच श्रीमति शांता बाई के पति मांगीलाल एवं ग्राम पंचायत सुखाढाना के सचिव ने जबरन उसे अपने साथ ले जाकर स्वंय लिखित विडाल फार्म पर हस्ताक्षर करवा कर उसके खाते से 17 हजार 5 सौ रूपये निकाल लिये। अब चूँकि मामला कलैक्टर की जनसुनवाई के बहाने मीडिया तक पहँुचा तो सरपंच पति एवं सचिव उस पर दबाव डाल रहे है तथा लालच दे रहे है कि इस बार की योजना सिर्फ आदिवासी एवं दलित समाज के लोगो के लिए थी इसलिए चेक द्वारा जमा बाकी रूपये भी विडाल करके वापस कर दे। अगर वह ऐसा करता है तो ग्राम पंचायत की ओर से अगली बार उसे अपना घर के लिए 35 हजार रूपये का अर्थिक अनुदान मिल जायेगा। यदि वह ऐसा नहीं करता है तो उसे वे किसी भी मामले में झुठा फंसा कर जेल भिजवा देगें। खबर लिखे जाने तक उस दबाव डालने की राजनीति हो रही थी। सरपंच सचिव का यह कहना है कि उनकी पार्टी के सासंद एवं विधायक है इसलिए कोई उनका बालबांका भी नहीं कर सकता। अब समस्या यह है कि इस खस्ता हाल मकान को देखने के बाद गांव के सरपंच एवं सचिव ने जब योजना पिछड़ा वर्ग के लोगो के लिए नहीं थी तो आखिर बिना किसी लोभ या लालच के उसके बैंक खाता क्रंमाक 30531245626 में 17 हजार 5 सौ रूपये  कैसे डाल दिये.....? जब उसके खाते में रूपये डालने के साथ - साथ उसे 17 हजार 5 सौ रूपये का चेक भी क्यों जारी कर दिया.....? चलो एक पल के लिए मान भी लिया जायें कि ग्राम पंचायत सुखाढाना की तत्कालिन सरपंच श्रीमति शांताबाई पढ़ी - लिखी नहीं है लेकिन सचिव तो पढ़ा लिखा है। क्या उसे इतना भी पता नहीं कि कौन सी योजना किसके लिए बनी है.....? ऐसे में तो सचिव के खिलाफ यदि चन्द्रकिशोर किसी कारण वश दबाव में आ जाता है तब भी आर्थिक अपराध एवं जालसाजी का मुकदमा दर्ज करवाना जिला प्रशासन का नैतिक दायित्व है क्योकि दस्तावेजो में साफ दिखाई देता है कि उसके खाते में पैसे जमा होने के बाद उसके खाते से पैसे निकाले गये है तथा बाकी के पैसो के निकाले जाने के लिए उस पर दबाव डाला जा रहा है। चन्द्रकिशोर से जब पत्रकार मिले और उसने अपनी पीड़ा बताई जिस पर चन्द्रकिशोर विश्वकर्मा की आपबीती पर जब ग्राम पंचायत के सरपंच एवं सचिव जो कि दोनो ही आदिवासी समाज को प्रतिनिधित्व करते है उनका साफ कहना था कि कोई हमारा कुछ नहीं बिगाड़ सकता। सासंद से लेकर विधायक तथा भाजपा के छुटभैया नेता और सीईओ तक उनके खास है। यहाँ यह खबर छापने के पीछे एक सच्चाई को उजागर करना है कि बैतूल जिले में ग्राम पंचायती राज ठीक उसी प्रकार चल रहा है कि सरकार गर्भवति महिला को प्रसुति जननी योजना का चेक देती है लेकिन यदि गलती से किसी अविवाहित कन्या के नाम पर चेक  जारी हो जायें और वह अपने खाता में पैसा जमा कर दे तो उससे यह कह कर पैसा वापस लिया जा सकता है कि जब तेरी डिलेवरी होगी तब तुझे भी पैसा दे देगें...? किसी भी गरीब का यह अपमान नहीं है कि उसे अपना घर के नाम पर रूपैया देने के बाद उसके जबरिया हस्ताक्षर से उसके खाते से रूपैया निकाल कर दुसरे के खाते में डाल दिया जाये। अब चुनावी माहौल में ऐसे कई मामले रोज उजागर होगें लेकिन सजग प्रशासन का दायित्व बनता है कि वह ऐसे मामलो पर भी गंभीरता दिखायें ताकि लोगो को लगे कि जिले का मुखिया आज भी सबका है ना कि किसी व्यक्ति या पार्टी विशेष का......? अब देखना बाकी है कि हमारी इस तीखी खबर का क्या असर होता भी है या फिर वही ढाक के तीन पात रह जायेगें....? वैसे तो बैतूल जिले में ग्राम पंचायतों में ऐसे सैकड़ो मामले मिल जायेगें लेकिन इन सारे मामलो को जब तक राजनैनिक एवं प्रशासनिक संरक्षण एवं सहयोग मिलता रहेगा तब तक चन्द्रकिशोर जैसे कई लोग यूँ ही ठगते रहेगें।  बैतूल जिले में कमाई का जरीया बनी रोजगार ग्यारंटी योजना का सही ढंग से मूल्याकंन एवं सत्यापन हुआ तो जिले के कई अफसर और सरपंच एवं सचिव जेल के सखीचो के पीछे नज़र आयेगें लेकिन रोजगार ग्यारंटी योजना में बडे पैमाने पर भ्रष्ट्रचार करने वाले सरपंच - सचिवो से लेकर अधिकारी तक सभी राजनैतिक दलो एवं विचारो से जुडे होने के कारण सभी राजनैतिक दलो द्वारा केवल दिखावे के लिए रोजगार ग्यारंटी योजना में धांधली एवं भ्रष्ट्राचार की बाते कहीं जाती रही है। अब देखना बाकी यह है कि आखिर कब तक फर्जी वाडे के बल पर बैतूल जिला नम्बर अव्वल में आता रहेगा।
